We have been providing legal services to the Royal Government of Cambodia, international investors, financiers and multilateral organisations in Cambodia since 1994, and we have had an office in Phnom Penh since 1999.

We are rated as a first tier law firm in Cambodia by the independent surveys Chambers Asia 2009 and Asia Pacific Legal 500 2008-09. The focus of our practice in Cambodia is energy and resources (particularly oil and gas), major projects, banking and finance, M&A, inbound investment and corporate and commercial advice. We have an impressive track record in these areas and have been closely involved with some of the largest international investments in Cambodia. Our recent work has included us acting for:

  • Vimpelcom (Beeline), Russia's second largest mobile phone operator in its entry into the Cambodian telecommunications market through the acquisition of 90 per cent stake in Sotelco Ltd, a licensed mobile network operator
  • Wing Cambodia (Wing), a subsidiary of ANZ, in relation to its establishment and roll-out of mobile phone enabled payment services in Cambodia
  • Shinhan Bank in relation to a substantial loan for the development and construction of a major mining project to extract stone for use in the construction of roads, infrastructure and buildings in Cambodia
  • a leading international telecommunications company with respect to its Export Credit Agency-backed supplier credit facility arrangements with a Cambodian mobile telecommunications operator. The facility arrangements will fund the development and roll-out of a substantial new 3G telecommunications network
  • major Chinese company on its acquisition of a 51 per cent interest of a Cambodian mining company in connection with a project to develop a major iron ore mine and associated facilities and infrastructure in Cambodia
  • Total Oil Asia in connection with its acquisition of the downstream assets of Shell in Cambodia, including Shell's retail supply and aviation jet fuel supply businesses
  • Government of Cambodia with its endeavours to resolve overlapping maritime claims with Thailand, the negotiation and award of petroleum concessions and the ongoing development of the regulatory regime for the oil and gas industries
  • BHP Billiton in relation to its agreement with Mitsubishi Corp and the Cambodian Government to explore for bauxite in eastern Cambodia
  • ANZ Banking Group on the establishment of ANZ Royal, a full commercial and retail banking operation in Cambodia, in joint venture with the Royal Group
