Allens Arthur Robinson has appointed Judy Maguire to its anti-money laundering (AML) team, preparing for further growth in its AML practice led by Partners Anna Lenahan and Peter Jones.
Judy has international experience as an anti-money laundering specialist at an operational and policy level. As a former legal advisor to the President of the Financial Action Task Force on Money Laundering (FATF), Judy adds in-depth knowledge of the background to, and implications of, the FATF 40 Recommendations which underlie the AML laws with which the financial services, insurance, gaming, legal, accounting, real estate and jewellery industries will have to comply.
Peter Jones, Partner, said: 'We're very pleased that Judy has come on board.
Anti-money laundering is of utmost importance to our financial services,
insurance and gaming clients and a growing area of our business. Judy has the
international experience and the local context to further bolster our dedicated
anti-money laundering team.'
In particular, Judy:
- was a member of FATF Working Groups on the Review of the FATF 40 Recommendations with particular responsibility for trusts, corporate vehicles, lawyers, accountants and other 'gate keepers',
- advised on the FATF Special Recommendations on Terrorist Financing, the FATF Special Assessment Questionnaire and compliance with various UN anti-terrorist financing instruments by Hong Kong and other FATF member countries;
- advised on the FATF NCCT Exercise and reviewed legislation, regulatory regimes, financial sector guidelines and progress of countries including Russia, Indonesia, Nauru and the Philippines;
- advised on Hong Kong's anti-money laundering policy formulation, particularly relating to international co-operation on money laundering and the recovery of assets.
Judy recently updated the Australian comparative analysis section of Butterworth's Anti-Money Laundering Law and Practice.
As well as conducting major criminal and civil anti-money laundering litigation in Hong Kong, Judy has practised as a senior litigator in Australia, specialising in market misconduct, breaches of corporate governance, fraud, ASIC matters, regulatory matters and Commonwealth prosecutions.
Background
The FATF, created by the G7 in 1989 and now supported by most of the world's large economies, is the world standard in the effort to adopt and implement measures designed to counter the use of the financial system by criminals and terrorists.
